China, Afghanistan, Pakistan vow to promote Afghanistan's peace process

On June 3, 2021, State Councilor and Foreign Minister Wang Yi hosted the fourth trilateral video dialogue between foreign ministers of China, Afghanistan and Pakistan in the Chinese city of Guiyang.

Wang Yi was joined via video link by Afghan Foreign Minister Mohammad Haneef Atmar and Pakistani Foreign Minister Shah Mahmood Qureshi.

Wang said that since the launch of the China-Afghanistan and Pakistan foreign ministers' dialogue mechanism, remarkable achievements have been achieved, a series of important consensuses have been reached and implemented, high-level communication and pragmatic cooperation of the three countries have been promoted, especially the improvement and development of bilateral relations have been continuously promoted, and the mechanism has become an important platform for the three countries to enhance understanding, deepen mutual trust and cooperation.

Wang Yi said that the current international and regional situation is undergoing complex and profound changes. He noted that foreign troops are pulling out of Afghanistan at an accelerated pace, the peace and reconciliation process in Afghanistan is under attack, armed conflicts and terrorist activities are becoming more frequent, and the security and stability of Afghanistan and the region are facing new challenges. Wang Yi emphasized that China, Afghanistan and Pakistan are linked by mountains and rivers, and share a common fate. Under the current circumstances, it is all the more necessary for the three countries to strengthen communication and cooperation so as to bring the development of Afghanistan's situation in line with the region's common interests.

The Afghan and Pakistani foreign ministers made positive comments on the important achievements made by the trilateral dialogue mechanism and highly appreciated China's contribution to promoting trilateral cooperation. They said that China is a friendly neighbor and sincere partner to Afghanistan and Pakistan, and has played a constructive role in promoting peace and reconciliation process in Afghanistan, promoting the improvement of bilateral relations between Afghanistan and Pakistan, strengthening trilateral practical cooperation and safeguarding regional peace and stability. Given the complicated development of the situation in the region, Afghanistan and Pakistan are ready to work with China to forge closer and friendly and neighborly partnership, strengthen joint efforts to build the "Belt and Road" initiative, deepen cooperation in politics, economy and connectivity, and jointly promote peace, stability and development of the three countries and the region at large.

The foreign ministers of the three countries had friendly and in-depth exchanges on the two major topics of "Afghanistan's peace and reconciliation process" and "Trilateral cooperation between China, Afghanistan and Pakistan", reaching a number of new consensus.

The three sides stressed that peace and reconciliation process in Afghanistan should be effectively pushed forward, ceasefire should be realized at an early date and violence should be ended. The withdrawal of foreign troops from Afghanistan should be carried out in a responsible and orderly manner to prevent deterioration of security situation in Afghanistan and the return of terrorist forces. The solution to the Afghan issue should fully reflect the principle of "led-by Afghans and owned by Afghans", support Afghanistan in becoming an independent, sovereign and neutral state, pursue a moderate Muslim policy, firmly fight terrorism, and live in harmony with other countries, especially neighboring countries.

The three sides agreed to explore effective ways to deepen trilateral cooperation between China, Afghanistan and Pakistan against the backdrop of the COVID-19 pandemic, strengthen cooperation in fighting the pandemic, improving people's livelihood and cultural and people-to-people exchanges, and push forward the "Belt and Road" initiative in Afghanistan to deliver more benefits to the people of the region.

The three sides reaffirmed their commitment to jointly fight against all forms of terrorism and stressed the need to reject "double standard" in fighting terrorism. They pledged not to allow any terrorist organization or individual to use their territories to engage in criminal activities against other countries, and strengthen joint efforts to combat the ETIM and other terrorist forces so as to safeguard regional security and stability.

China and Pakistan reaffirm their firm support for peace and reconstruction in Afghanistan and their readiness to expand economic and trade exchanges with the country, assist Afghanistan in enhancing its capacity for independent development and promote sustainable development in Afghanistan and the region. Afghanistan and Pakistan expressed willingness to strengthen communication and coordination, deepen political mutual trust and create prospects for peace and cooperation.

The meeting issued the Joint Statement of the Fourth Foreign Ministers' Dialogue between China, Afghanistan and Pakistan, including the Joint Statement on the Peace and Reconciliation Process in Afghanistan and the Joint Statement on Deepening Tripartite Cooperation.
