Sudan's military leadership started consultations on the formation of a transitional legislative council, according to a source familiar with the matter who spoke to the Sudan Tribune.

The establishment of a Transitional Legislative Council was outlined in Sudan's 2019 Draft Constitutional Charter, which was negotiated between the Transitional Military Council and the Forces for Freedom and Change following the ouster of former president Omar al-Bashir.

The framework was later adjusted under the 2020 Juba Peace Agreement, which expanded participation in transitional institutions to include rebel groups that signed the accord, according to the Tahrir Institute for Middle East Policy.

The council has, however, failed to be formed during the transition period.

In the absence of the council, legislative authority has been exercised jointly by the Sovereignty Council and the Council of Ministers, a temporary arrangement intended to remain in place only until the council’s establishment.

The renewed consultations come amid prolonged delays in restoring civilian-led institutions and continued uncertainty over Sudan's political transition.
