China’s 12345 hotline provides residents with a direct channel to raise everyday concerns with municipal and district officials. Authorities are expected to respond within three minutes, coordinate relevant departments within three hours, and aim to resolve complaints within three days, with follow-ups to residents.

Artificial intelligence helps assess the efficiency of complaint resolution, while data collected through the hotline informs policy decisions. According to collected data, the hotline has a 97% completion and resolution rate.
